There's also heavy focus on Eizen's relationship with Edna, Rokurou's with Shigure and both of them with their mother, and Magilou with Melchior, her adopted father-figure. The story focused more on familial love, and so the themes support that - Velvet/Eleanor/Laphicet as a makeshift family, as you mentioned, was a big part of it. The game potentially could have had romance between some of the other characters (and in fact, there do seem to be some ship tease moments between Eleanor and Rokurou, but nothing more than hints there), but I don't think it would have been necessary. (There's only one line against this, where in the prologue she says to Niko, "If I were a man, I think I'd be in love," but that can be interpreted away easily enough.)

Leaving her without any romance also allows Velvet to be read as asexual, giving representation to a demographic that is highly lacking in media, although I suspect this was inadvertent. So far, I've finished Magilou's, Velvet and Rokurou. Any romance involving Velvet would have added an extra layer of tragedy to her sacrifice at the end, and shifted the focus to whoever she was involved with instead of from it focusing on her. I think it was the right choice for this plot.
